POLITICS: President Jonathan reshuffles cabinet


Following the resignation of seven ministers last week, President Jonathan has reshuffled his cabinet, appointing temporary ministers to take up the positions of those that resigned.

Announcing this today October 22nd after the Federal Executive Council, the  Minister of State II for Foreign Affairs, Nurudeen Mohammed who now supervises the  Ministry of Information, said the Minister of Defence, Lt. Gen. Aliyu Gusau will now double as the Minister of State for Defence while the Minister of Special Duties, Taminu Turaki (SAN) will act as the Supervising Minister of Labour and Productivity. The Minister of Industry, Trade and Investment, Olusegun Aganga, will combine his duties with those of the Minister of State for same Ministry while the Minister of the Niger Delta Affairs, Dr Steven Oru, will double as the Minister of State of the same ministry. Dr. Khaliru Alhassan, who is the Minister of State for Health is to now act as the Minister of Health.

President Jonathan also directed the Minister of State I for Foreign Affairs, Mrs. Viola Onwuliri to assume the position of the substantive Minister of State for Education. She will be the only one working in substantive capacity. All others will be working in active capacity.

Labaran Maku, Wike, Obanikoro, four others resign as Ministers

Seven serving ministers in President Jonathan’s cabinet today October 15th resigned their positions.

Those who resigned are: the Ministers of Information, Labaran Maku; Minister of Trade and Industry, Samuel Ortom; Minsiter of Health Prof Onyebuchi Chukwu, Minister of State for Defence Dairus Ishaku, Minsiter of Labor, Emeka Wogu, Minister of State for Defence, Mr Musiliu Obanikoro and Minister of State for Education, Mr Nyesom Wike.


All the ministers resigned to pursue their gubernatorial ambitions in their various states.

Finally! Why Maku will exit Jonathan’s cabinet


MINISTERS angling to govern their states are likely to exit President Goodluck Jonathan’s cabinet next week.Minister of Information, Mr Labaran Maku, who is taking a shot at Nasarawa State governorship seat on the platform of the Peoples Democratic Party (PDP), is one of those certain to exit before October 20.Nigerian Tribune gathered that Maku confirmed his imminent exit to a political gathering in the state last week, where all PDP aspirants gathered to discuss possible consensus arrangement.
He has nine other aspirants to vie against, including Senator Solomon Ewuga.
Maku has also reportedly scheduled a thanksgiving service for October 20, to commemorate his exit from Jonathan-led administration.
A source, however, said October 15 Federal Executive Council (FEC) could be the final day for the affected ministers.
Another cabinet member reportedly set for exit is Minister of State for Education, Nyesom Wike, who is seeking PDP’s ticket to govern Rivers State.
A likely shocking exit from the cabinet is said to be the Minister of Health, Professor Onyebuchi Chukwu, who is being reportedly drafted into Ebonyi governorship race, also on the platform of PDP.
Minister of State for Defence, Musiliu Obanikoro, is another member of the FEC expected to say goodbye next week.
He is in contention for PDP ticket for Lagos State governorship.
Minister of State for Power, Mohammed Wakil, is also believed to be nursing governorship ambition to rule Borno State.
Minister of the Federal Capital Territory (FCT), Senator Bala Muhammed, is reportedly preparing for Bauchi State, while his Labour counterpart, Emeka Wogu, is getting serious mention for Abia govenorship seat.
Though Dr Samuel Ortom, Minister of State for Trade, Industry and Investment, had been reportedly zoned out in Benue State, he is yet to drop his governorship ambition and could likely exit the cabinet to pursue it.
It was learnt that Jonathan might hand over their ministries to supervising ministers before the appointment of substantive ministers to replace them.
Where the senior ministers are quitting, the ministers of state are likely to take over, while the exit of ministers of state might not affect the configuration in such ministries.

Nobody can stop Fayose’s inauguration –PDP national scribe


The National Secretary of the Peoples Democratic Party (PDP), Prof Adewale Oladipo has said nobody can stop the swearing-in of Mr. Ayodele Fayose as the executive governor of Ekiti State.The swearing-in ceremony is slated for Thursday, October 16, 2014 in Ado-Ekiti. Oladipo said this in an interview during the Sallah party organised by Prince Buruji Kashamu, chairman, Mobilisation and Organisation, PDP South West at the Goodluck Jonathan Political Centre in Ijebu Igbo on Sunday.
He said: “The Ekiti people have spoken very loud and clear, they have rejected the
tele-guided government from Lagos. Fayose won the June 21 gubernatorial election, square and fair, in the 16 local government areas.
“It is unfortunate that somebody who is supposed to be my academic colleague, who is supposed to be educated, unlike those people in APC, should be involved in frustrating the forthcoming swearing-in.
“Fayemi is supposed to be a good man, he congratulated Fayose as the governor-elect, who won in all the 16 local government areas and in almost all the wards in Ekiti State.
Oladipo said: “I am assuring you that Fayose will be sworn-in as the state governor in two weeks’ time by the special grace of God.
“People can try to remove him; they have tried it before, they’ve tried to remove Prince Olagunsoye Oyinlola in Osun State; they tried it and succeeded in removing the late Olusegun Agagu in Ondo State; they removed Dr. Segun Oni in Ekiti State, unfortunately, that one went back to them, Oyinlola also went back to them because both are not men enough.”
“In Ekiti State, this time around, I am assuring you, we will not allow anybody again, in this country, to take the  back door to get what the people have not given to them. The people of the state have given their mandate to Ayodele Fayose and he will be sworn in as the governor of Ekiti State.
I can assure you of that,” Oladipo said.
In justifying why Fayose must be sworn in he said: “Fayose was cleared by all the screening agencies charged with that responsibility and found eligible, he contested the gubernatorial election and won. The people have spoken loud and clear.”
He commended the traditional rulers in Ekiti State for their timely warning that Fayose should be allowed to run the affairs of the state.
“I saw their statement and I commend them, they are our fathers, I commend them for what they have said. PDP has won in Ekiti State, let the APC wait for the next four years. Fayose in the governor-elect and he will be installed by the grace of God. Nobody can stop it,” Oladipo said.

I’m most qualified to govern Lagos –Solomon


The lawmaker representing Lagos-West senatorial district, Senator Ganiyu Solomon, says among all other governorship aspirants in the state, he is the most qualified person to rule Lagos.Solomon, who is the Minority Whip of the upper chamber of the National Assembly, said this on Tuesday during his formal declaration to contest for the governorship seat on the platform of the All Progressives Congress.
He said having served as a local government chairman, a member of the House of Assembly, a member of the House of Representatives and a senator between 1999 and 2014, he was the most qualified to run the affairs of the state.
Solomon, who also inaugurated his Ikorodu campaign office, said he had inborn leadership qualities having learnt from his father, Alhaji Rafiu Solmon, who held key positions in Chief Obafemi Awolowo’s Action Group and Unity Party of Nigeria.
Solomon said, “Beyond the legacy of being the son of a politician, I am self-made and my desire to become the Governor of Lagos is borne out of the belief and determination to make a positive change in the lives of our people.
“At the risk of sounding immodest, I wish to say that I stand as the most qualified among my colleagues also aspiring to the position of governor of Lagos, having contested and won elections into the local government, state Assembly, House of Representatives and Senate. I hold an unblemished record of service at every level and position that it has pleased God to place me.”
The party leadership had zoned the governorship to the Lagos-East senatorial district which consists Agboyi-Ketu, Ikorodu, Epe, Somolu, Kosofe and other communities.
However, Solomon, who has been representing Lagos-West for over three years, said he had strong ties with Ikorodu as his father was born in the community and also held a councillorship position in Ebute Ikorodu at the Divisional Local Council in the 1940s.
He promised to reduce poverty, build roads, construct new hospitals and ensure improved security should he become governor in 2015.

Senate approves GEJ'S $1billion loan to fight Boko Haram

 
 
The Senate has approved the $1billion (N165bn) loan requested by President Jonathan in July to help in the fight against terrorism and tackle insecurity in the country. The loan would be used for the purchase of military equipment and the training of military personnel.
The loan approved will be in addition to the N968.127bn voted for Defence in the 2014 budget by the federal government.

2015: Atiku declares, says corruption worse under Jonathan

A former Vice-President, Alhaji Atiku Abubakar, has formally declared his intention to contest the 2015 Presidential election on the platform of the All Progressives Congress.
Abubakar, at a ceremony held at the Yar’Adua Centre in Abuja on Wednesday, explained that   his desire to become President was born out of the need to give back to the nation.
Imo State Governor Rochas Okorocha and the Publisher of Leadership, Sam Nda-Isaiah, had also declared interest in the APC presidential ticket. A former Head of State and National Leader of the APC, Maj. Gen. Muhammadu Buhari (retd.); Edo State Governor, Adams Oshiomhole, and Governor of Kano State, Rabiu Kwankwaso, have been reported   to also have interest in the ticket.
A confident Abubakar told his supporters during the ceremony that he had the capacity to bring people together and turn things around for the better in the country.
He pointed out that the glaring mismatch between “our potential and our achievements provides a golden opportunity” for him to lead Nigerians to rekindle their innovative instinct and turn the Nigerian dream into a reality.
He explained that in spite of many challenges faced by Nigerians, they had refused to give up on the country.
The former Vice-President said the 2015 elections were about Nigerian youths and the nation’s future.
He stressed that the nation, under the current administration, had failed to provide the required environment for the youth to reach their full potential.
The former vice-president said, “It is inspiring that amidst difficulties and growing anxiety over the future of our country, our people have refused to succumb to despair and hopelessness.
“This never-say-die attitude gives me immense hope and it is one of the reasons why I can never give up on Nigeria.”
Reacting to the agitation for generational shift, he said his generation owed younger Nigerians the responsibility of offering its political shoulders to them to climb upon.
This, he said, was necessary to improve their vision and expand their horizon.
He noted that it was this trans-generational collaboration and partnership that represented the best model to create the future that the nation desired and deserved.
Nigeria, he said, should never again be subjected to leadership experimentation or learning on the job.
He recalled that the Olusegun Obasanjo administration which he was a part of successfully reformed some critical sectors of the economy such as telecommunications and the capital market.
Abubakar said, “As Vice-President   from 1999 to 2007, I worked closely with my boss, Chief Olusegun Obasanjo, who is a passionate defender of Nigerian unity.
“We focused on macro-economic stability and transforming critical areas such as banking, insurance, oil and gas, telecommunications, pension and the civil service.
“We created institutions that should lay the foundation for good governance and accountability such as the Bureau of Public Procurement, the Economic and Financial Crimes Commission, SERVICOM, whose golden rule is ‘Serve others as you would like to be served.’ Sadly, most of these institutions are now mere shadows of themselves.”
He said the Obasanjo administration was able to deliver because it had vision, commitment and dedication .
The former Vice-President expressed sadness that rather than pay down the nation’s debts, “our borrowing has been on the increase even at a time the price of oil has consistently been above $100 per barrel since the inception of the Goodluck Jonathan administration.’’
He argued that resentment, disillusionment and hopelessness were the factors on which insecurity and disharmony thrived.
Nigeria, he said, was more divided today than at any other time since the civil war, adding that there was a disturbing rise in ethnic nationalism and religious bigotry because “we have a governance deficit.”
The aspirant said, “Our country seems to be on auto pilot with no one in charge. Nigeria   now more than ever before, needs a strong, dynamic, decisive, competent and visionary leadership that can halt the current drift of the ship of state.   Corruption needs to be fought, jobs need to be created,   our infrastructure needs to be rebuilt,   social services need to be provided and insecurity needs to be tackled in a decisive, robust and multi-pronged way.”
While commending the leadership of the APC for adopting the modified open primaries in selecting its flag bearers at all levels, Abubakar said the party remained the most potent political force to end years of PDP’s dominance of the political space.
The leader of the National Assembly caucus of the APC, Senator George Akume, who spoke on behalf of other party leaders at the event, said the APC has within its ranks, the men and women who have what it takes to rebuild Nigeria.
Five politicians, lawyers   ask court to stop Jonathan
Meanwhile,   three politicians and two lawyers have separately asked a Federal High Court in Abuja   to stop   Jonathan and Vice-President Namadi Sambo from re-contesting in 2015.
The plaintiffs argued in their suits that by the virtue of constitutional provisions, the President and the Vice-President, had previously been elected for one single term of four years.
Two politicians – Adejumo Ajagbe and Olatoye Wahab – filed the first suit while two lawyers and another politician filed the second on September 19 .
The lawyers are   Mase Acho and Saeeq Sarki. The third is Murtala Abubakar.
Ajagbe, who claimed to be a member of the PDP in Lagos State, and Wahab, a member of the APC in Ogun State, said they were presidential aspirants whose interest would be jeopardised if Jonathan and Sambo were not barred.
The two plaintiffs, who engaged the services of four Senior Advocates of Nigeria, joined the Independent National Electoral Commission and the Attorney General of the Federation as   defendants.
The SANs   are James Ocholi, A. J. Owonikoko, Okon Efut and Mahmud Magaji.
The suit marked, FHC/ABJ/CS/662/2014, was assigned to Justice Ahmed Mohammed but the two defendants have yet to respond to it.
The plaintiffs argued that by   virtue of the oaths taken by Jonathan and Sambo following the death of President Umaru Yar’adua in 2010 and their subsequent re-election in 2011, both of them were deemed to have completed the two terms allowed by law.
Their statement of claim read in part, “That being so, the reference to ‘two previous elections’ in Section 137(1)(b) of the Constitution includes two previous oath of allegiance and oath of office as President.
“It is therefore safe to conclude that a Vice President, who had taken the oath of allegiance and oath of office for two previous terms as President is, in law, deemed to have been elected into the office of President at two previous elections, thereby standing disqualified to contest another election into that office.”
They raised five questions for the court’s determination and sought seven reliefs, including an order of perpetual injunction, restraining the AGF and INEC from accepting as candidate in the 2015 presidential election, anybody caught by “two-previous election limit and eight-year term limit.”

Witches, Wizards Endorse Goodluck Jonathan - 'GEJ Is Our Man'

The Association of Nigerian Witches and Wizards has warned any presidential candidate in the 2015 general election not to waste his time and funds as President Goodluck Jonathan will still remain in office.

The National Association of Nigerian Witches and Wizards, or known as the Inner Coven Society Worldwide, has come out to declare President Goodluck Jonathan the winner of the 2015 presidential elections, even without Nigerians going to the poll to cast their votes.
The umbrella body of all the witches and wizards in the country, according to their President-General, Dr. Omo Ebosele, has already decided who will win come 2015 and there will be no force that can ever change that.
Dr. Ebosele who says his body is a non-political affiliate and association of witches, pointed out that there is no vacancy in Aso Rock and that anybody harbouring the ambition of contesting the presidential elections should not just waste his time and money as Jonathan is already the sole occupant of the office, as the principalities and forces had since been in favour of the president.
This is what he told the Sun Newspaper in an interview recently:
"The Inner Coven Society World-wide, as the minds that have travelled into the unseen and the unknown, is using this opportunity to say that the 2015 presidential election in Nigeria is a foregone issue."
"The election has been won and lost in the spirit realm. The candidate who by destiny has the overwhelming support of our society as well as other supernatural principalities in the high places is President Jonathan and he has won the election."
"The Inner Coven Society worldwide is not a political organisation; neither are we affiliated to any political party or association. Our society is the general assembly of all the witches across the various continents of the earth; we are not evil in our operation; we supernaturally discern and support any course that is meant for the good of the people across the various countries of the world."
"Divine hand is solidly upon President Jonathan, but as it has been from the time of creation; the evil forces who do not mean well, who are out to scuttle divine agenda are against him. But there is no cause for alarm because the battle has been fought and won already in the spirit."
"Our proof is we were also the first to warn that the 2011 election was going to be bloody in some states, and that two sitting governors were going to die in office before the expiration of their tenure, if the necessary spiritual intervention is not sought."
"Of course no one need to be told the of the bloody violence that erupted in some Northern states during and after the election and remember two governors who were involved in air mishaps, one of the two governors did not survive the air accident. The other survived it because of our spiritual intervention."

Delta state lawmaker walked out of Assembly for improper dressing

<br> A member of the Delta State House of Assembly, Keston Okoro, was yesterday September 16th sent out of the floor of the Assembly for improper dressing. Leadership reports that House Speaker Peter Onwunsanya gave the order after a member of the house, Daniel Mayuku raised an objection to the mode of dressing of the lawmaker, saying that his dressing fell short of the rules and regulations of the House. <br>
"My dear Speaker and members of this House, as honorable members, we are here to work according to the rules and regulations of this House. Therefore, let me draw your attention to the sitting position of the member representing Udu constituency and to say his mode of dressing is a total disrespect to this honorable House. Our mode of dressing should depict us as responsible members of the House, representing the people in our respective constituencies.’’  <br> Mayuku said. <br>

Lol. Wetin be your own nah? Anyway, the Speaker immediately ordered Keston out of the chamber and warned that he should not return until he is 'properly dressed.'

Oil Theft: Messy Blame Game Continues As Nation Bleeds

Overprice.com, an online publication, reported last year that Nigeria was losing an estimated 400,000 barrels per day, citing figures attributed to Nigeria’s coordinating minister for the economy and finance minister, Mrs Ngozi Okonjo-Iweala.The large volume of oil allegedly stolen on a daily basis last year was equivalent to a revenue loss of about $1.7 billion a month and $20.4 billion annually. This earned Africa’s largest economy the No. 1 position among countries most plagued by oil theft in the world ahead of Mexico, Iraq, Russia, and Indonesia. The amount lost by Nigeria annually was reported to be more than the country spent on education and healthcare combined.
According to data provided by the chief of naval staff last week, daily oil theft in Nigeria is on the decline, from 2.6million barrels per month or 84,000 barrels per day in January 2014 to about 900,000 barrels per month or 30,,000 barrels per day in June 2014.
Speaking against the backdrop of the declaration last week by the chief of naval staff, Usman Jibrin, that international oil companies are guilty of the practice, Nigeria’s representative on the global board of the Extractive Industries Transparency Initiative (EITI), Faith Nwadishi, said the IOCs cannot be exonerated from alleged culpability in oil theft.
She said the fact that they have refused to meter their facilities to determine the actual crude production and what was being lost points an accusing finger at them.
She said: “I have been saying this and am glad someone has brought it to the fore. There’s no way the IOCs will say they can’t do something about crude theft; the fact that they don’t have meters at their facilities points a finger at them.
“Our agencies can’t be exonerated; if we are pointing one finger at the IOCs, we should be pointing four at our own agencies. If the IOCs do what they are supposed to do and our agencies do what they are supposed to do, oil theft won’t be happening.
“But a situation where the DPR depends on the IOCs to provide them with logistics to carry out inspections is a shame. What manner of inspections will they carry out?”
In his reaction, international energy analyst Dan Kunle said the blame game was unnecessary as the IOCs have done well in ensuring the success of Nigeria’s oil and gas sector. According to him, ensuring that wellheads are properly catered for and that the facilities are metered to determine the actual crude production is the responsibility of the DPR.
Kunle wondered why the IOCs who calculate their profit and losses by the seconds would be accused of not doing enough in the fight against oil theft or leaving their wellheads not catered for.
He said: “How will efficient companies like the international oil companies that calculate their profit and losses by the seconds leave their wellheads un-catered for? Is it not DPR who should meter and calibrate the meters and sign off daily on production of crude?
“In all the operations of the IOCs, the DPR, the National Petroleum Investment Management Services (NAPIMS) as well as the Nigerian National Petroleum Corporation (NNPC) are there; so this blame game is unnecessary.”
According to Kunle, the failure recorded so far in the oil and gas industry should be put on the NNPC, which is the bigger shareholder in the Joint Venture (JV), and the DPR for not handling their responsibilities well.
He said the IOCs should rather be commended for the successes so far recorded in the sector, and for staying on despite the difficult terrain of operations

Former Vice President Atiku Abubakar will declare his presidential ambition on Wednesday, September 24 under the platform of the All Progressives Congress, APC.
According to a statement, yesterday, in Abuja by his Media Adviser, Mallam Garba Shehu, former Minister of Aviation, Professor Babalola Borisade would head the campaign team.
Shehu explained Atiku’s decision to settle for Borisade, saying it is because he is seen as a popular and experienced political strategist.
“The former Vice President, His Excellency Vice President Atiku Abubakar GCON, the Turaki Adamawa will contest for the ticket of the All Progressives Congress, in the 2015 presidential elections.
“The former Vice President will be making the declaration on Wednesday September 24.
“The campaign will be anchored by a veteran of successful presidential contests and a former Minister, Professor Babalola Borisade.
“Borisade is also a well-known political strategist who worked for the victory of the late General Shehu Musa Yar’Adua and thereafter, late Chief M. K. O. Abiola on the platform of the defunct Social Democratic Party, SDP. Borisade also worked as the strategist for President Olusegun Obasanjo in 1999 and 2003 elections, both of which were won resoundingly.
“Turaki is of the view that 2015 is special and a potential turning point in Nigeria’s history – that we need to seize the moment, to give every Nigerian a chance to help re-define Nigeria as a place for them and their children to prosper and feel safe. He says a change is needed now, and he is ready to lead that change,” the statement said.

See How FG Has Currently No Plan To Persecute Ihejirika And Sheriff

The Nigerian authorities has claimed they did not plan prosecute General Onyeabo Azubuike Ihejirika and Ali Modu Sheriff based solely on the allegations by Australian negotiator Stephen Davis.

It would be recalled that the confusing story started with the disclosures made by Mr Davis, who had been allegedly hired by President Goodluck Jonathan and had spent 4 months in Nigeria negotiating with Boko Haram commanders on Chibok girls release. The Australian said that ex Chief of Army Staff Ihejirika and the former Borno State governor Modu Sheriff were one of major insurgency sponsors in the country. According to Davis, several Boko Haram commanders provided this information personally to him.
Following a series of reports and interviews with the expert, the Nigerian officials yesterday responded to his statements saying that the government had not hired the Australian as a negotiator at all however vowed to investigate the allegations concerning Ihejirika and Sheriff.

“For now, the Federal Government of Nigeria have not appointed anyone to negotiate on its behalf with the Boko Haram sect, anytime it decides to do so, the Federal Government will make it known to the public. On the various allegations made by the alleged negotiator, the Federal Government is still investigating it, whatever should be done rightly will be done but there is no plan to probe any Nigerian for now.”
Reacting to the accusation, Ali Modu Sheriff vowed to sue the Australian calling his claims baseless. However Davis did not seem to be bothered with the possible legal proceeding. Moreover, he urged for it saying:
“Good luck to him if he decides to sue me in Australia. He can’t buy the judges here. Truth is not for sale. Australia has zero toleration for those who might sponsor terrorism.”

Meanwhile Nigerian human rights lawyer Femi Falana also insisted on Sheriff’s involvement in sponsoring Boko Haram and referred to the findings of the investigation panel previously set up to discover roots of terrorism in the country. Falana additionally disclosed that ex-governor was arrested in 2012 by Cameroonian security:
“In October 2012, Sheriff was arrested in Cameroon on crime committed by the Boko Haram he sponsored. The state government pleaded with the Cameroonian government to release him because he is a well known man here and he cannot be arrested.”
